U.S. Army Can Ensure Domestic Tranquility

Order is often most appreciated in its absence. As local officials struggle to respond to looting and mayhem, it’s worth remembering that the Constitution was adopted in part to ensure that the federal government was capable of meeting such a challenge. Ensuring “domestic tranquility” was so important to the Framers that they included it in the preamble to the Constitution—ahead of the common defense, the general welfare and the “blessings of liberty.”
